We do not recommend removing and reusing the anchors. Once an anchor is driven into drywall, the threads compress the gypsum material to create hold. Removing the anchor disrupts this compression and leaves an enlarged hole that won't provide the same holding strength.
If you need to relocate a fixture, install a new anchor at the new location and patch the old hole with spackle.
If you encounter significant resistance indicating a stud, stop rotating and back the anchor out. Wood studs provide much greater holding strength than drywall anchors, so simply use a standard wood screw driven directly into the stud instead.
The anchor hole in the drywall can be filled with spackle if you decide not to use that location.
